88 Ford Ranger modified, will it p NY inspection?

I'm looking at a 1988 Ford Ranger that originally had a 6 cylinder in it. The title says 6 cyl. on it, but the current owner has a 351 V8 in it. Things I'm curious about are: the truck has a straight pipe which is no catalytic converter nor muffler, the ignition key does not work so it has a toggle switch to the ignition and a push on to start. Do I have to put a catalytic converter and muffler on this truck and do I have to put a new ignition in it to p New York State inspection?
