Can a credit card company debit my bank account without my authorization??

your bank account is tied to your paypal, without a bank account listed you pretty much cant use the paypal. you will have to look at their policy as to what they do about late fees. if its in their policy, then its 100% legal. but as to debit it any time they wish, they probably ONLY do that when you do a late payment.
