Why does Japan not have an army?

Germany was also defeated and invaded in World War 2, as Japan was. However, it now has an operative army, and is also an active member of NATO. Therefore, I was wondering why Japan does not have an army, but just "self-defense" forces. What is the difference between Japan and Germany in this regard?
