Why Do Teenagers Think Its OK To Be Violent ?

So many teenagers here in Australia think they can get around the towns and cities and attack innocent people, sometimes even killing them or severly injuring them. Is it drugs such as the party drug ICE thats doing this, or is it because the lack of disipline?. Do they realise its a jail sentence before they set out and do this?, or don't they care?.
