What should nascar do about "start and park" cars?

I read somewhere that teams who elect to do that do so because they don't have enough money to repair the car if anything happens to it. By starting the race they are able to get their name out there and a little bit of attention to help them look for a sponsor, even if only for a few laps. This way they are able to tell potential sponsors that they are current Nationwide drivers and are still able to take their car(s) home in one piece. That is, until they get a sponsor and can afford multiple cars and repairs, then it's game on!
